Development of management information system for cooperative education in Thailand

Abstract

The university-industry-government linkage should drive diverse policies with agility leading to the satisfactory of the requirements. However, the amount of information exceeds the processing capacity of the current system. This paper aims to propose a management information system called Cooperative Education Management System (CEM). The process of CEM is to gather the data from university and produce the real time summary report to the executive body. Moreover, CEM also eliminates wastes, unnecessary processes, in the operation with 50% and 64.7 % for reducing the operation time. In addition, the overall satisfaction of CEM is 4.38. © 2018 IEEE.

Funding text 1: OHEC has a responsibility to gather the information from the CO-OP operatives and develop a summary report to the administrative body for the decision making process. As a consequence, OHEC needs to collaborate with universities to collect the raw data. The audiences of the report are Ministry of Education, the National Council for Peace and Order (NCPO), Secretary General of the Higher Education Commission, and Office of the Permanent Secretary, Ministry of Education. In Figure 1, the process of the data collection is displayed along with the expected duration for each process. The problem arises with the differences of the stakeholder. There are 172 universities that employ the CO-OP. Each university has officers who have a different interpretation of the process. Moreover, the process to inquire the information is time-consuming. To overcome the empirical problems, OHEC needs to be interconnected with an information system for collecting, organizing, analyzing, sharing and monitoring information that can create better performance in a business process management [15].; Funding text 2: In Thailand, the Office of the Higher Education Commission (OHEC) has the responsibility to propose policies, to develop plans, and to create standards for higher education. One of the aims of OHEC is to increase the number of the curriculum that employs the CO-OP [3]. As a consequence, OHEC creates nine networks that are separated by its geographic area to support the operation. OHEC has duties to collect the statistics from the university, categorize and summarize the data and submit the results of CO-OP and WIL to the Ministry of Education, the National Council for Peace and Order (NCPO), Secretary General of the Higher Education Commission, and Office of the Permanent Secretary, Ministry of Education. There are 172 institutions across Thailand whose data is required in the report. The challenge of this process is the data gathering process. Different institutions have different format of information, such as the file extension. Furthermore, the data inquiry process is also a time consuming process. The hierarchy of the university’s managerial body is the root for this problem. The inquiry letter is sent to the highest authority but the needed information is in the operative. Therefore, it would take time before the inquiry reach the operative.
