Ufl/learndirect is one of a new breed of organizational brokers established by the state to bring together the capacities and expertise of HE institutions to create new opportunities for learning and to widen and increase participation in higher education. This chapter illuminates the most important brokerage strategies used to help create a system to support these new learning opportunities. Ufl/learndirect's Learning through Work programme (LtW) is an on-line framework that helps people at work negotiate their own programme of study built round real-time projects and leading to partial or full university awards ranging from small amounts of credit, year one certificates to undergraduate and postgraduate degrees, including Doctorates. The programme is available on the Internet (http://www.learndirect-ltw.co.uk) and, at the time of writing, leads to awards in eight partner universities in the UK. © Norman J. Jackson 2003.
