The Evaluation System of Double-Qualified Teacher Quality Based on CIPP Model

Abstract

With the goal of improving the quality of "double-qualified"teachers, the CIPP evaluation model is introduced to develop a quality evaluation system for "double-qualified"teachers sourced from two different groups: full-time teachers in vocational colleges and enterprise technicians. The evaluation system consists of 49 indicators across three levels and covers two object sources. The target level indicators focus on development and improvement, puts forward the quality objectives for "double-qualified"teachers based on the four aspects of the CIPP model. The support level indicators support the realization of the target-level indicators, while the analytic level indicators proposed evaluation indicators according to the characteristics of "double-qualified"teachers from different sources, which is a detailed elaboration of the support level indicators. In this paper, the Delphi method is employed to determine the specific indicators at each level, and the Analytic Hierarchy Process (AHP), combined with expert experience, is used to calculate the weights of indicators at all levels. Consequently, a comprehensive and developmental quality evaluation system for "double-qualified"teachers is established, promoting the continuous improvement of the quality of "double-teacher"teachers. © 2024 IEEE.
