Contextualising policy transfer initiatives in the field of vocational education and training (VET)

Abstract

This chapter contributes to the field of policy transfer in vocational education and training (VET). It aims at linking the field of policy borrowing and lending dominated by an Anglosphere perspective with policy transfer initiatives in the context of VET and apprenticeship training in the German-speaking countries. Contextualising findings from both research strands provides a comprehensive framework to understand the design of educational policy transfer with a particular focus on VET. Moreover, it attempts to strengthen the international approach to (vocational) education transfer, to critically reflect on the strengths and weaknesses of existing theories of educational policy transfer and to align them with initiatives to reform or implement VET and apprenticeship training. The contribution aims at enlarging the ongoing discussion on VET policy transfer seen from a German-speaking country's perspective by considering additional, non-German research findings rather than reviewing all existing literature on 'exporting' the German VET system. © Peter Lang Group AG, International Academic Publishers, Bern 2021.
