The contribution of the Education and Training Institute to the development of Human Resources (HR) is executed through the development of vocational skills competencies, with the provisions of 70% practice and 30% theory. Work-Based Learning has provided great benefits for the interests of company needs, especially in absorbing the needs of the required competencies. This study aimed to describe the conception of Work-Based Learning and the application of its management in the Institute of Education and Training. This study applied a qualitative approach with a case study method. The aim was to reveal more in-depth data regarding the application of the Work-Based Learning model management function. The results showed that the WBL approach model directed the learners to a situational learning environment to shape and facilitate the learning opportunities. It highlighted the many levels of learning occurred that adhere to the principles of Andragogy as the basis of Work-Based Learning. The implementation of participatory management functions was carried out through four stages: 1) Participatory Planning, 2) Participatory Organizing, 3) Participatory Implementation, and 4) Participatory Evaluation. © 2020, Institute of Advanced Scientific Research, Inc..
